From the Thistle:  something I have never seen before -

Possibly commissioning parchments of some kind?

that is what I think - but why would the hands be mustered to view them?  I wonder if it is the anniversary of when the Thistle was commissioned into the Navy?  I can't find anything for this Thistle other than what info we already have -

It mentions "Hands". I don't think "Commissioned Officers" would be included. Could it not be a colloquial use for certificates of competence in the various seamen's trades/crafts? Making sure that there are no square pegs in round holes, and checking pay scales. Perhaps.

I have a vague (and possibly entirely wrong) memory that teachers used to get their 'parchment' when they qualified, which would back up Bunt's conjecture.

This has come up before, only using the word "list" instead of "parchment".  See http://forum.oldweather.org/index.php?topic=1889.msg23736#msg23736 .

Historically, there were a number of quartermasters who were padding their ships roster with fictional names, and then pocketing the pay sent out to them and disposing of their supplies and rations on the black market.  So they came up with this kind of audit, requiring that there be a warm body present representing every name listed in the crew.

Or so the naval experts told me. ;D

It looks like there are two (or perhaps more) kinds of muster: "parchment" and "open list".
Open, explained by dorbel, having bodies in boots reconciled with names on the books, and
Parchment, where the bodies show their credentials for being able to do the jobs they hold.

Or not.

I first thought about the earlier open list when I saw this one, but, unless the logkeeper had a strange sense of humor, parchment sounds like something different.

PARCHMENT The old naval name for a rating's Service Certificate which, until the 1914/18 war, was on real parchment.
