? HMS R Arthur , and more LTI

Hello All,
Lovely morning here in Blighty - the sun is a-shining to welcome the day, with a hey-ho come to the fair and all that.  :D
Please can anyone help with 4.50 am 'Passed R Arthur' on this page?

The only R Arthur I find is the Royal Arthur training centre, Skegness - and we (the Acacia) are around Scapa Flow!

And LTI could stand for Log Taken In (though I really prefer Leave to Imagination) as they record streaming the log at 7am.
