Tried looking for 1894 by changing the date, could not.

We have lots of excellent references, but they tend to be only at the point where the question was asked.

Here is a by-the-year source for detail like I've not seen anywhere else - Gregsite.  I don't know how helpful it is, but it is definitely fun.  For instance, the only event recorded to date for the year 3268CE is a known calculated event:
     Special :   01/23/3268   Beginning of 2nd Julian Period (1/1 OS)

I had to google to find out what a Julian Period is.  :)

I was able to easily check if there were any deaths relevant to the UNC&GS in August 1918 (there weren't) by going to 1918 and browser search for 08.

A reference that could be useful for finding USCG Officer Names between the two World Wars:

Register of the commissioned and warrant officers and cadets of the United States Coast Guard in the order of precedence. 1915- ([n.d.])

The register should date 1924 (front cover and title is not present, but on some of the last pages 1924 seems to be the 'actual' year).

With a little luck, USCG officer not present in the USRCS source (because too young for USRC) and in the US Navy sources (too young for USN in WWI and too old for USN in WWII) could be found there.
Also each USCG ship in service is mentioned with her 1924 officers complement.

Nice find, Matteo, I'm putting it in the Helpful Links to Outside Information "Officers and Personnel" section.  It was published in 1924 and therefore is listed as complete for living (active and retired) persons in 1923. 

I googled that exact title and came up with a find at the University of Michigan Digital Library.  http://catalog.hathitrust.org/Record/000676673  It is the various registers of active officers and vessels from 1921 to 1940.  They were bound together by UM into 5 year volumes, but each internal yearly doc has an index of last names at its end preceded by vessel lists alphabetically of Cruising Cutters, Inshore Patrol Cutters, Harbor Cutters, Harbor Launches, and their Station Ship.  Especially interesting because they give a left sidebar of similar documents for us to explore.  ;D

ADDED:  Change that - it is 2 different registers bound together - one published January 1, 1923 and the next (with title page intact) January 1,1924.  They do not include the names of officers who died in 1921 or earlier.

List of officers and enlisted men cited for their actions and/or killed/died. It includes Coast Guard and Marines.

VALDEZ. J., ship's cook, first class.
Commendatory letter for promptness and presence of mind in jumping overboard June 20, 1918, and rescuing a shipmate from drowning.  Now stationed at naval station, Tutuila, Samoa.
