The various logbook instructions
list the various descriptive terms for the weather that are officially sanctioned, which can be helpful in deciphering those.
Assuming the Patrick Welsh entry is the one in 8am to merid (it's often helpful to include where on a logpage you're looking):
"Patrick Welsh (Qr. Mr.) reported expiration of his term of enlistment"
Also, you should avoid using question marks unless they're actually there - although I note you used ~ in the first sentence, so perhaps you already know.
