Here
4 to 6 PM:
Overcast, light westly(?) breeze...
Is that what I think it is? Like west-ish direction?

EDIT: It is mentioned one more time down in 6 to 8 PM

Exactly right, "West'ly" a shortened version of "Westerly". Sometimes abbreviated "W'ly" or similar, and I've also seen it used for directions such as "Southwesterly".

(please don't transcribe it with a question mark. If you can't read a word or letter, use a tilde ~)
Also, you don't have to transcribe it unless you want to. The scientists generally rely on the date in the table on the corresponding page (http://oldweather.s3.amazonaws.com/ow3/final/Albatross/vol018of055/vol018of055_182_0.jpg).
Naturally, there are a few ships that are an exception to this rule ::)
